The Hanover Framework Coalition is a group of Hanover County residents and civic organizations who believe data center revenue should be a force for resident relief, not a windfall for developers or a missed opportunity for the County budget.
Data centers are a generational economic event for rural Virginia. They bring construction jobs, capital investment, and tax revenue that can fund everything from school modernization to residential tax cuts. They also bring power demand, water use, and a permanent industrial footprint in communities that didn't ask for one.
We are not anti-data-center. We are pro-accountability. The revenue from these facilities should be a clear, audited, public benefit to the people who already live here, not a one-shot windfall that's quietly absorbed into the general fund.
Henrico County proved in 2024 that this is achievable. Hanover can do the same. The framework is the difference between a data center that funds relief and a data center that just exists.
