Show up. Public comment opens at the start of the meeting. Two minutes of prepared remarks from a resident carries more weight than a hundred emails, it puts a face on the number.

I'm asking you to pair it with a binding commitment: 50% of audited net surplus returned to residents, a 15% developer escrow before occupancy, and an annual public dashboard so every dollar is traceable.
